Error on getting PHP

Right after installing PHPTools 1.32 on Visual Studio 2019, and opening a php project.... i get a windows saying "Your environment is missing php 7.2 ......"
After pressing the Continue Button, a command windows opens and closes in a second, and nothing is installed.
In that window, after several attemps i could read :
"Failed to load feed: http://api.devsense.com/webpi/1.9.0/webproducts.xml
URL 'http://api.devsense.com/webpi/1.9.0/webproducts.xml' returned HTTP status code : 404"

Can someone please advice on what should i do ??
