Visual Studio Code and construct code action not working

Hi!
I've just installed PHP Tools in my VS Code 1.83.1(user setup) and I would like to generate __construct from properties or even empty, but a notification pops up with "Canceled", but function __construct has not been generated.

Any hints how can I know what is wrong?

It seems we are just incorrectly checking the license. This should be a premium feature and we should not be showing this Code Action at all.
