Formatting namespace and uses

Hi,
I have set:
Blank lines after namespace: 1
Blank lines before use statements: 1

But the automatically added use is right after the namespace. There is no blank line there.

MiloslavBeno I think we don't respect formatting settings in the use code action at all.

Will be properly implemented.
