Can't install PHP 7.4 or Xdebug via Web Package Installer

When I try to use the Web Package installer to install PHP 7.4 and the Debugger I get this:

This question was answered through email communication. For reference below is the answer:

Hi Daniel,

Thanks again for trying it. I think that the most likely cause of the issue is a firewall or some type of software blocking Web Platform Installer to download the installers. I've prepared an offline installer to install everything.

Just download and extract the content of this package https://devsense.blob.core.windows.net/phptools/pub/PHP741.zip to %localappdata%\Microsoft\Web Platform Installer

Then try to install it from PHP Tools again, it shouldn't download anything from the internet and just take what you have locally. If that will not work, try to "turn off" the internet :-)

Please give me know if that helped, we might create a better mechanism for anyone who has a similar issue like you.
