Code style - PER - attributes

in the PER code style (PSR-12) a blank line is added between the attribute and the class. According to PER there should not be a blank line.

Can you please take a look at this?

In Visual Studio settings, when using code style "PER", the option "Blank lines before class" has the value "1". It cannot be deleted. When I delete it, it is deleted. If I open Visual Studio again, the value "1" is there again.

If there is only a comment for "class", it is fine. If there is an attribute before the "class" command, a blank line is inserted there.

TomasNajman, we've found that the "Code Style" option didn't update "Blank lines" settings.

The latest pre-release fixes that ~~but there is still the format-document bug - working on it~~.
