Unable to install

when trying to install the PHP extension the installation just keeps on failing. This is the log file;

Meanwhile you can try the package without a certificate at https://devsense.blob.core.windows.net/phptools/visualstudio/PHP.VS.1.52.13483.2019.nosign.vsix

It seems this issue is caused first by Microsoft requiring extension developers to sign the packages, while the Visual Studio installer is unable to verify the certificate without an Internet connection or with outdated windows updated or with custom root certificates or custom company policies.

At this point, we can't fix it. We can only provide the unsigned version of our installers.
