We have updated the manual with the corresponding book name, which broke a few standard functions (they are listed incorrectly in the PHP manual) - so I'm fixing that and preparing a new release.
pg_last_error() is a part of "pgsql" extension, which is not enabled by default. Please add the following to your settings:
