This looks like the file with class PANOI may not been indexed - i.e. it's not in the folder opened in VS Code.
Do you still see "Indexing ..." in the VS Code's status bar (at bottom)?
Is the file with class PANOI included in the Explorer view in VS Code?
Edit:
If the IntelliSense doesn't notice PANOIAttachment at all, then there is probably a syntax error so we couldn't parse the code at all.
