It looks like one of the the extension dependencies is not properly installed. There will be more details in Visual Studio Output window:

The SDK 'Microsoft.NET.Sdk' specified could not be found. C:\Program Files\Microsoft Visual Studio\2022-Pro\MSBuild\Sdks\Devsense.Php.Sdk\Sdk\Sdk.props

This happens when a Visual Studio dependency ".NET SDK" is corrupted.

Please make sure, you have .NET SDK installed, using "Visual Studio Installer" app:

Yes, the "Path" environment variable can have a length limit, and if exceeded, it may cause problems completely unrelated.
