Because I have the same issue since last VS Update (VS2022 Enterprise), I tried with 1.88.18481. The error is still there (Directly after uninstall/reinstall, the problem disappears for the first start of VS, but it reappears on the second start).

The Method with manually deleting C:\Program Files\Microsoft Visual Studio\2022\Community\Common7\IDE\Extensions\extensions.configurationchanged and then devenv /setup worked (you have to do it as admin or enable sudo in the settings and use it).

awsupporter Už jsem chtěl napsat, že je to ok. 2 týdny ok. Včera nutná reinstalace. Všiml jsem si, že problém nastal, když jsem pustil druhou instanci VS. Tak tomu bylo párkrát už dřív.

I was about to write that it's been fine for about two weeks. Yesterday, I had to reinstall it. I noticed that the problem occurred when I launched a second instance of VS. This has happened a few times before.

I cannot reproduce the problem as described. Even if I open 2 or more instances of VS, the problem no longer occurs (at the moment). But I can reproduce it if I place the old (deleted) 'extensions.configurationchanged' back in the folder.

Today VS updated from 17.14.26 to 17.14.27 and the error returned. The hint from MiloslavBeno still did it.

awsupporter, thank you for the update - we'll try the new version, maybe we'll notice something new. So far, it still looks like a broken Visual Studio "extension" cache, which we may or may not be affecting somehow.

Sorry for disturbing, but I just discovered that PHPTools v. 1.84 didn't trigger the error.

I had some problems with not showing dependencies and also not finding Unit Test-Cases with v. 1.88.18481. So I tried first the Pre-Release 1.89.x with the same negative effect. Then I tried a fallback to 1.84. That solved the problem with missing Test-Cases and Dependencies, and - surprise - also the one with the "ProjectSystemPackage".

So my working Environment at the moment:
VS2022 Ent, 17.14.27
PHP Tools v. 1.84.20547

Maybe this will help you find a "bypass" to the Microsoft waiting line ;-)

Today i have still the same problem. I start 2nd VS and it show error about loading package. After that i must reinstall php tools.
